"svchost.exe (netsvcs)" continously using Internet data in Windows 8.

This should mostly be the Windows updates that are downloading for your computer. However, if there is any error with Windows updates or any corruptions in its configuration, the updates will be downloading in an unlimited loop even if the Windows updates are disabled.
You can resolve this issue by running the Windows update troubleshooter in administrator mode that is available within the control panel.

Troubleshooting contains several troubleshooters that can automatically fix some common problems with your Windows 8 PC.

To open the troubleshooting in Windows 8,
Search Troubleshoot and open the troubleshooter.
Once there, select Windows update troubleshooter and run it in Administrator mode.

If it does not fix the issue, then run the fixit from the link to reset the Windows Update components.

For any previous versions of operating system, running the Microsoft Fixit for Windows update will resolve the issue.
Let me know for any further assistance.
